1. Legal Framework and Authority
Citizens' right to know and copy any information or fact, documents or documents other than informational documents relating to administrative, developmental or regulatory functions in the local government body, Kerala Panchayat Raj Act (1999) Chapter 25A, Sections 271A, B, C and related rules provide this right to the citizen.
The Right to Information Act, 2005 is an Act of the Government of India that gives every citizen the legal right to access information from public authorities, including Panchayats, Municipalities, Government Offices, Departments, and Institutions.
Main Objectives of the RTI Act, 2005:
- Promote transparency and accountability in government offices.
- Reduce corruption.
- Ensure citizens get access to public records and information.
- Strengthen democracy and public participation.
2. Important Procedural Provisions
- Any Indian citizen can submit an RTI application.
- Information must normally be provided within 30 days of receipt.
- If the requested information directly concerns the life or liberty of a person, the response must stringently be given within 48 hours.
- Applications are submitted directly to the designated Public Information Officer (PIO).
- If information is denied, delayed, or insufficient, the applicant holds the statutory right to file an appeal.
3. Information Access Guidelines

Citizens can explicitly seek copies and records of the following administrative components:
- Copies of files and documents
- Panchayat resolutions
- Welfare scheme details
- Asset register details
- Building permit records
- Tax records
- Project estimates and expenditures
- Beneficiary lists
- Government orders and circulars
Information Usually Exempted
Certain information may be safely denied under the strict statutory provisions of Section 8 of the Act, which includes:
- National security and strategic matters
- Personal privacy information with no public interest relationship
- Commercial trade secrets and intellectual property
- Court-restricted information or matters under active judicial sub-judice
4. RTI in Grama Panchayat Administration
Within a Grama Panchayat framework, specific institutional fields fall under regular inquiry processing. Citizens can submit statutory RTI applications regarding administrative workflows, development works, welfare schemes, licenses, permits, and asset or account details.
